Many websites and freelancers need something like the traditional web hosting services provide – a custom client area. Ultimate Client Manager : Easy to use Customer and Project management system available with free and paid version. This is really a good option.
WordPress with Plugin : WordPress has Plugin for Client Management. May be that will be suitable for you.
ProjectPier : projectpier.org has Free Software, which is not exactly bad. However, features are lacking. This is possibly one of the most commonly used tool. They have community and themes.
Perfex CRM : Perfex crm is customer relations management software. Client part is divided from admin area, own customer templates can be used. This is NOT a free of cost software.
WHSuite : WHSuite would be perfect if was a free of cost software. With so less number of users, it is ridiculous to find a BSD ported version.

We have not tested these softwares. There are users on some forums who tested over 50 such softwares but still finding a good option. You need to use something from above as template. There are other PHP scripts like LinuxDash, which can add the monitoring after modification.
Box Billing and Ultimate Client Manager are possibly most suitable option for any work. Too many wish may get easily hacked. Keep the list of wish under a sane number. It is better to disclose your client that you are reseller unless you are running virtualization, there are some limitations for layer of software. You need only a practical way and automation for billing.
